In order to facilitate the planning and utilization of PBCCAGs by the local governments, a Performance Assessment Manual and a Climate Change Adaptation Planning Guideline were developed in 2011. Before scaling-up, a review and revision of the two documents was regarded necessary taking into account the experiences and observations of key stakeholders during the pilot phase and the circumstances that have evolved since they were first introduced.
The Department of Local Governance, under the Ministry of Home and Cultural Affairs, organized a consultative workshop on 5th November, 2014, at Jambayang Resort, Thimphu, to elicit and discuss the views and suggestions of various key stakeholders for the revisions.
Fifteen participants, comprising Dzongkhag Planning Officers and Gewog Administrative Officers from local governments covered by the LoCAL project and representatives from the Gross National Happiness Commission, Ministry of Finance, Department of Local Governance, and UNDP, were at the workshop.
During the course of the workshop, it was emphasized that the concept and approach of PBCCAGs complemented ongoing national initiatives of fiscal decentralization and mainstreaming environment, climate change and poverty issues in local development planning and budgeting processes, and will contribute to the national objectives of equitable socio-economic development, environmental sustainability and good governance at the local level. The CCA Planning Guideline and Performance Assessment Manual are to be used in combination with RGoB’s Annual Grant Guidelines, Local Development Planning Manual and existing monitoring and evaluation system. How well the local governments use these tools will hugely influence the quality of planning and utilization of the PBCCAGs. In this respect, the LoCAL project will provide necessary training support to the local governments and relevant planning and finance officers in the central government agencies.
Based on the discussions of the consultative workshop, the drafts of the revised Performance Assessment Manual and CCA Planning Guideline have been developed and circulated for comments. The final drafts of the documents will be ready in December 2014.
