Mainstreaming of climate change adaptation into sub-national planning and budgeting has become recognized as increasingly important in building the country’s absorptive capacity and enhancing community resilience. Currently the VRA and DRR tools are the main tools to be used for mainstreaming of climate change adaptation at local communities and are mostly implemented by key initiatives, (i.e.: NC Scale Up, Cambodia Community Based Adaptation Programme (CCBAP), Promoting Climate Resilience in Agriculture and Water Resources Management for Rural Livelihood in Cambodia Programme (NAPA Follow-up), Cambodia Climate Change Alliance (CCCA), SGP/UNDP, Local Governments and Climate Change (LGCC), Strategic Program for Climate Resilient (SPCR).
Responding to the need for added coordination in the use of these tools, the LGCC II/NCDDS team conducted a training workshop on VRA and DRR tools for target communes/sangkat in Battambang and Takeo provinces. The training workshop aimed to provide an opportunity for targeted communes to learn about the VRA and DRR tools, along with other key aspects such as mapping. The training workshop was organized from 18-20 August 2015 in Mondulkiri and from 28-30 September in each provinces respectively with a total participants of 88 people (8 females).
The Objective of the training:
- To provide a chance for target commune/sangkats to learn about VRA and DRR tools
- To guide participants on how to conduct Vulnerability/DRR mapping
- To learn about D/M CCA/DRR strategies.
2. Expected outcome
- VRA/DRR tools were explained and made widely known to target communes/sangkat
- All participants understand vulnerability/DRR mapping and Disaster Management and CCA Strategies
The workshop trainings were begun with key remarks by Mr. Kosal Sar, National Technical Specialist, UNCDF Country Office representatives and open remarks by respective provincial IP3 administration directors Mr. Moul Thon ( Battambang ) and Mr. Meung Vuthy ( Takeo).
With their opening remarks, both provincial IP3 directors had stressed high appreciation for UNCDF‘s supports. They mentioned with these technical and financial supports, had contributed to rural development and poverty reduction in their area, especially to help build their sub-national administration their institution’s capacity and adaptation capacity to Climate Change through PBCRG/LGCC project since 2012 up to now. They added that VRA and DRR tools are the key elements for their planning process.
Climate Change Concept
To enhance more knowledge on Climate Change concept, short video clip on climate change concept were shown and key brainstorming question on cause of climate change, CCA and GHG were asked and practice example were share.
All participants were introduced DRR Mapping concept. Through group working, they were assigned to draw sketch map of their own communes by indicating and identifying locations where are facing risks including drought, flood and other climate change hazards.
VRA tools were comprehensively explained, including the objectives, methodology, and specific aspects such as the four key questions, making trend analysis and using H forms.
During the workshop, the project team introduced and guided all participants on the development of D/M CCA strategies and how to use the results of the VRA. Based on the results of the VRA, each D/M is required to develop their own D/M CCA Strategy. The strategy is very important for them to support their planning process. Because from the strategic results, CCA actions and measures were identified and categorized by sectors that will be used in their planning process.
CCA Mainstreaming into Planning Process
This session allowed all participants to understand the concept of mainstreaming and how to mainstream CCA into their planning process by using results of VRA and D/M CCA strategy. Tools, materials, methods of mainstreaming and planning cycles were presented by the project team. Practical examples of the planning process were shared during a plenary discussion.
LGCC II/NCDDS successfully conducted 2 workshop trainings on VRA and DRR tools to mainstream CCA/DRR and VRA into SNA Development and Investment Plan in two provinces. The training provided opportunities to sub-national practitioners to learn and test CCA/DRR and VRA tools to mainstream climate adaptation and resilience into SNA planning. Furthermore, CCA/DRR/VRA tools, D/M CCA strategies were designed and made widely known to all.
In conclusion, the training was very useful and allowed all CCA key players from LGCC II and project partners in target provinces to learn more about the VRA/CCA/DRR mainstreaming tools, to think and apply D/M CCA/DRR strategies and to share experiences and knowledge that can benefit each other.
